HONOURABLE MR. DANYLUK 561/2009 FISCAL RESPONSIBILITY ACT (section 4) – Declares the extraordinary fire suppression and emergency response costs incurred as a result of the wildfire in Strathcona County to be a disaster in accordance with section 4(2)(a) of the Fiscal Responsibility Act. The wildfire occurred in May 2009. 562/2009 FISCAL RESPONSIBILITY ACT (section 4) – Declares the extraordinary emergency response costs caused by a severe storm experienced within the City of Edmonton and surrounding areas to be a disaster in accordance with section 4(2)(a) of the Fiscal Responsibility Act. The wind damages resulted from a severe storm system that occurred on July 18, 2009. 563/2009 MUNICIPAL GOVERNMENT ACT (section 98) – Changes the name of “The County of Athabasca No. 12” to “Athabasca County”, effective December 1, 2009. 564/2009 MUNICIPAL GOVERNMENT ACT (sections 126 and 138) – Orders the separation of certain land from the County of Lethbridge and the annexation of that land, approximately 0.4 hectares (1 acre), to the Town of Coalhurst, effective July 1, 2009. 565/2009 MUNICIPAL GOVERNMENT ACT (sections 126 and 138) – Orders the separation of certain land from Vulcan County and the annexation of that land, approximately 46 hectares (113.6 acres), to the Village of Milo, effective July 1, 2009. Special assessment and taxation conditions will apply until 2014 or until such time as subdivision occurs. 566/2009 MUNICIPAL GOVERNMENT ACT (section 602.02) – Makes the Capital Region Assessment Services Commission Amendment Regulation by adding the Summer Village of Golden Days and withdrawing the Village of Kinuso as members of the commission. 567/2009 MUNICIPAL GOVERNMENT ACT (section 602.02) – Makes the Highway 3 Regional Water Services Commission Regulation consisting of the Municipal District of Taber, County of Forty Mile and Town of Bow Island to provide water treatment and transmission services. 568/2009 MUNICIPAL GOVERNMENT ACT (section 603) – Makes the Aquatera Utilities Inc. Regulation, which enables Aquatera to continue to provide utility services to the City of Grande Prairie, the County of Grande Prairie and the Town of Sexsmith. 569/2009 MUNICIPAL GOVERNMENT ACT (section 603) – Makes the Equalized Assessment Variance Regulation, 2010 to allow the Minister to vary the equalized assessment used in determining education property tax requisitions. HONOURABLE MS EVANS 570/2009 FINANCIAL ADMINISTRATION ACT (section 56) – Authorizes the Minister of Finance and Enterprise to borrow the sum of $1 billion on behalf of the Crown. Debt outstanding under this order is limited to $1 billion and the term to maturity of any security issued under the order is not to exceed 365 days. 571/2009 FINANCIAL ADMINISTRATION ACT (section 56) – Authorizes the Minister of Finance and Enterprise to borrow the sum of $1.2 billion on behalf of the Crown to repay money owed by the Government to the post-1992 portion of the Teachers’ Pension Plan. 572/2009 PUBLIC SECTOR PENSION PLANS ACT (Schedule 1, section 4) – Makes the Local Authorities Pension Plan (Additional Employers, 2009) Amendment Regulation to allow employees of the Aspen Regional Water Services Commission, employees of M.D. of St Paul Foundation and employees of Newell Regional Services Corporation to participate in the Local Authorities Pension Plan. The effective date of participation will be the date that the amendment is filed. 573/2009 PUBLIC SECTOR PENSION PLANS ACT (Schedule 2, section 4 and Schedule 5, section 4) – Makes the MEPP and PSPP (Alberta Livestock and Meat Agency) Amendment Regulation to allow employees of the Alberta Livestock and Meat Agency to participate in the Public Service Pension Plan or managers to participate in the Management Employees Pension Plan. The effective date of participation is September 1, 2009. 574/2009 PUBLIC SECTOR PENSION PLANS ACT (Schedule 6, section 12) – Makes the Public Sector Pension Plans (Legislative Provisions) (Closed Management Plan, 2009) Amendment Regulation. HONOURABLE MR. GOUDREAU 575/2009 WORKERS’ COMPENSATION ACT (section 46.1) – Makes the Medical Panels Amendment Regulation. HONOURABLE MR. GROENEVELD 576/2009 DAIRY INDUSTRY ACT (section 39) – Makes the Dairy Industry Amendment Regulation to extend the expiry date from January 31, 2010 to January 31, 2015. 577/2009 FISCAL RESPONSIBILITY ACT (section 4) – Declares that a disaster exists, in the nature of an agricultural economic hardship disaster, for the 2009-10 fiscal year in accordance with section 4(2)(a) of the Fiscal Responsibility Act. The agricultural industry is experiencing economic hardship resulting from various factors, including adverse weather conditions and declines in commodity prices. Income losses and hardship are at levels which constitute a disaster. 578/2009 FUR FARMS ACT (section 18) – Makes the Fur Farms Amendment Regulation to extend the expiry date from March 31, 2010 to March 31, 2015. HORNER HONOURABLE MS EVANS 579/2009 POST-SECONDARY LEARNING ACT (section 73); FINANCIAL ADMINISTRATION ACT (section 81) – Approves the borrowing by The Governors of The University of Alberta from the Alberta Capital Finance Authority of not more than $3 500 000 in Canadian funds for a term not to exceed 15 years and at an interest rate not to exceed 7.5% per annum to implement the sixth year of a seven-year Energy Management Program. JABLONSKI 580/2009 THE PREMIER’S COUNCIL ON THE STATUS OF PERSONS WITH DISABILITIES ACT (section 8) – Continues the Premier’s Council on the Status of Persons with Disabilities Act for a further period ending on December 31, 2011. HONOURABLE MR. KNIGHT 581/2009 COAL CONSERVATION ACT (section 10) – Authorizes the E.R.C.B. to grant Permit No. C 2003-1B to Grande Cache Coal Corporation. Grande Cache Coal Corporation has applied, pursuant to section 10(1)(b) of the Coal Conservation Act to amend Permit No. C 2003-1 to develop the No. 8 Mine site in the Grande Cache area. 582/2009 COAL CONSERVATION ACT (section 10) – Authorizes the E.R.C.B. to grant Permit No. C 2009-6 to Milner Power Inc. Milner Power Inc. has applied, pursuant to section 10(1)(b) of the Coal Conservation Act, to obtain a permit to develop the mine site at the Milner No. 14 Mine project. 583/2009 MINES AND MINERALS ACT (section 9) – Authorizes the Minister of Energy to enter into the Production Sharing Agreement with the Government of British Columbia, Canadian Natural Resources Limited and Apache Canada Ltd. HONOURABLE MR. LIEPERT 584/2009 HEALTH DISCIPLINES ACT (section 3) – Reappoints Rita McGregor as a member and redesignates her as deputy chair of the Health Disciplines Board for a second term ending on October 31, 2012; reappoints Patricia Hull as a member of the Health Disciplines Board for a second term ending on October 31, 2012; and appoints Dr. James Edward Bell as a physician member of the Health Disciplines Board for a term to expire on November 17, 2012.
